the truth behind

We know that a habit cannot be formed without the occurrence of the same or similar acts in at least three occasions. In this case, it is the habit of killing with impunity and with brutality. It started from the first murder where the perpetrators were not charged because of the inherent weakness demonstrated by the lack of courage among the prosecutors and judges. That was followed by another killing. Every murder thereafter became more brutal, forming a habit among them that they can do whatever they want because nobody can punish them. For each incident, the fear among the populace became more and more real that they would rather stay in silence and indigence if only to hope they would not be touched.
This habit has been cemented by the favors given from the national government, coming in the form of billions of pesos in un-liquidated public funds and authorities to build a private army in the guise of fighting a separatist rebellion.
This fact was complicated all the more by the collusion from the national leadership in payment for the extraordinary debt of gratitude no other politician can do, like the “zeroing” of the votes of political opponents in elections.
